1、服务指南编号：23009获准入境定居旅客安家物品行政审批事项服务指南 发布日期：2017年5月26日实施日期：2017年5月26日发布机构：银川海关海关系统行政审批事项服务指南（八）“获准入境定居旅客安家物品”行政审批服务指南一、行政审批事项名称：获准入境定居旅客安家物品审批二、适用范围：办理获准入境定居旅客安家物品审批程序、需提交资料等，适用对象为经主管部门批准，获准入境定居或取得永久居留权外国公民、华侨等。三、事项审查类型：即审即办。四、设立依据：国务院对确需保留的行政审批项目设定行政许可的决定（国务院令第412号，自2004年7月1日起施行）。中华人民共和国海关对进出境旅客行李物品监管办

2、法第二十条 获准进境定居的旅客在规定期限内报运进境安家物品，应事先向主管海关提出书面申请，并向海关交验中华人民共和国政府主管部门签发的定居证明或批准文件办理审批手续。经核准，其在境外拥有并使用过的数量合理的自用物品，准予免税进境；自用小汽车准予每户征税进境一辆。旅客持主管海关的书面通知，到物品进境地海关办理验放手续。进境定居旅客自进境之日起，居留时间不满二年，再次出境定居的，其免税携运进境的安家物品应复运出境，或向海关补税。第二十一条 获准出境定居的旅客携运出境的安家物品，除国家禁止或限制出境的物品需按有关规定办理外，均可予以放行。五、申请条件：经主管部门批准，获准入境定居或取得永久居留权外国

3、公民、华侨等。六、禁止性要求：不满足申请条件。七、申请时应提交的材料：（一）身份证件原件及复印件各1份；（二）定居证明或证件复印件1份；（三）中华人民共和国海关进出境自用物品申请表（以下简称申请表）纸质版原件1份；（四）提（运）单、装箱单等相关单证纸质版复印件1份。八、办理流程：（一）申请人向海关递交材料；（二）海关进行初审，复审；（三）海关在申请表上批注。九、办理时限：申请进境物品时，自接受申请之日起3个工作日内答复；申请进境机动车辆时，自接受申请之日起5个工作日内答复。十、收费标准：不收费。十一、审批决定法律文书以及相关证件：经批注的申请表。十二、受理机构：定居旅客所在地的直属海关或者经直

4、属海关授权的隶属海关。十三、决定机构：定居旅客所在地的直属海关或者经直属海关授权的隶属海关。十四、数量限制：无数量限制。十五、申请接收：详见各直属海关网站或拨打海关“12360”热线。十六、办理方式：海关行政审批一个窗口现场办理/海关行政审批网上办理平台（网址：申请人通过“互联网+海关”或中国国际贸易单一窗口“公自用物品”模块录入电子数据并向海关发送数据，同时向海关递交纸质材料十七、结果送达：当场送达。十八、行政相对人权利和义务：登录中华人民共和国海关总署官网“信息公开”栏查询“海关法规、最新署令及最新公告”（网址：十九、咨询途径：12360海关服务热线。二十、监督投诉渠道：12360海关服务
