3、路,即“一带一路”倡议的指引下,为适应日益增长的全球交通运输发展的需求,增进世界连接,促进知识传播与经验分享,中华人民共和国交通运输部组织编译并发布了一系列中国公路行业标准外文版。中华人民共和国交通运输部发布的公路工程行业标准代号为JTG,体系范围涵盖公路工程从规划建设到养护和运营管理全过程所需要的设施、技术、管理与服务标准,也包括相关的安全、环保和经济方面的评价等标准。中国政府历来高度重视交通基础设施建设,不断完善公路基础设施建设科技与相关的行业技术标准。20世纪80年代,中国在原公路工程技术标准(JTJ01-81)基础上,开始制定公路路线、路基、路面、桥梁、涵洞等专业技术规范;1984年,

4、中国颁布实施了公路路线设计规范(JTJ011-84),尔后,经历了1994年的第一次修订(JTJ011-94)、2006年的第二次修订(JTGD20-2006)以及2017年的第三次修订(JTGD20-2017),经过近四十年的技术发展,建立了内容较为完整的公路路线设计规范和各项技术指标体系。本次编译的公路路线设计规范(JTGD20-2017)中文版于2017年9月修订发布,并于2018年1月1日实施。到2019年底,中国公路通车总里程超过500万公里,高速公路通车总里程接近15万公里。公路路线设计规范(以下简称规范)作为基础性的重要技术文件,在项目前期规划和项目线位选择、平纵指标选用、桥隧立

5、交等构造物设施布局,以及决定项目规模、标准等方面,发挥了非常重要的作用。本规范重点对公路几何设计的设计方法、控制要素、指标参数、设计要点、各专业协调等进行规范和指导。规范充分吸收中国相关工程的科研成果和大量的工程实践经验,广泛采用国际先进理念与技术,总体指标安全适用。本规范更加关注各类复杂建设条件下的应用,也适用于发展中国家从无到有、从通到畅、从线到网、从侧重经济性到兼顾生态环保等不同发展阶段的建设需求。本英文版的编译发布便是希望将中国的工程经验和技术成果与各国同行进行交流分享,为其他国家类似地形地质条件的公路建设提供参考借鉴。需要特别指出的是,本规范内容包括合理确定公路功能、技术等级、建设规

6、模、主要技术指标,以及公路选线、横断面设计和线形设计、各种交叉口设计等。传统上这些内容在中文中统称为“路线设计”,而英语国家的公路建设行业通常将这些内容称为路线规划(Routeplanning)和几何设计(Geometricdesign)。为准确表达本规范的技术内涵,对规范名称中的“路线设计”选用了几何设计(Geometricdesign)一词,故本英文版规范名称译为“SpecificationsforGeometricDesignofHighways”。本英文版的编译工作由中华人民共和国交通运输部委托中国路桥工程有限责任公司主持完成,并由中华人民共和国交通运输部公路局组织审定。本英文版标准的

13、oftheChinesetransportationindustrystandardsandspecificationstocaterfortheincreasingdemandsforinternationalcooperationinworldtransportation,achieveinterconnecteddevelopmentandpromoteknowledgedispersionandsharingexperience.JTGisthedesignationreferringtothestandardsandspecificationsofthehighwaytranspor

14、tationindustry,issuedbytheMinistryofTransportofthePeoplesRepublicofChina.Itcoversthestandardsandspecificationintermsoftechnology,administrationandservicefortheprocessfromhighwayplanningthroughtohighwaymaintenance.Thecriteriaforsafety,environmentandeconomicassessmentarealsoincluded.Transportationplay

15、sapioneeringroleinthenationaleconomicdevelopment.Thetechnologiesandindustrystandardsforhighwayinfrastructurehavebeeninnovativelydevelopedandcontinuouslyupdatedandimproved.Intheearly1980s,theTechnicalStandardsforHighwayEngineering(JTJ01-81)wasformulated,followedbyaseriesoftechnicalspecificationscover

16、inghighwayplanning,geometrydesign,earthworks,pavementsandstructuralwork.ThefirsteditionoftheSpecificationsforGeometricDesignofHighways(JTJ011-84)waspublishedandimplementedin1984,withafirstrevisededition(JTJ011-94)in1994,asecondrevision(JTGD20-2006)in2006,andnowthethirdrevision(JTGD20-2017).Thisrevis

17、ionwasissuedinSeptember2018andputintoeffectiveuseonJanuary1,2018.After40yearsdevelopmentandimprovement,thetechnicalsystemofhighwaygeometricdesignandrelevanttechnicalcriteriaiswellestablished.Bytheendof2019,morethan5millionkilometersofhighways,including150thousandkilometersofmotorways,havebeenbuiltan

18、dputintooperation.TheSpecificationsforGeometricDesignofHighways,asoneofthefundamentaltechnicaldocuments,hasbeenplayingaleadingroleinhighwayhighwayplanning,theselectionofhorizontalandverticalalignmentandthelayoutofbridges,tunnelsandinterchanges.Italsoprovidesguidelinesforthedeterminationofprojectscal

19、eandtheselectionoftechnicalstandards.Thesespecificationsprovideproceduresandguidelinesintermsofdesignmethods,controlelements,parametersandcriteria,thekeypointsofdesignandthecoordinationofvariousspecialistsinvolvedinthedesign.Thesespecificationsarebasedonextensivetechnicalresearchandsuccessfulexperie

20、nceinChina,andincorporatedinternationaladvancedconceptsandtechnology,thustheparametersadoptedaresafeandpracticable.Spectialattentionshavebeenpaidtovariouscomplexconstructionconditionsinwhichaprojectmayencounteredduringimplementation,andthusthesespecificationsmayalsoapplicabletothedemandsfornewhighwa

21、ydevelopment,upgradingfromaccessibilitytomobility,extensionfromhighwayroutestohighwaynetwork,andpromotionfromeconomicfocustointegratedecologicandenvironmentalprotection.TheEnglishversionofthesespecificationsisthereforeissuedforthepurposeofsharingChineseexperiencewiththeprofessionalsintheworldandprov

22、idesreferencesforhighwaydevelopmentinothercountries.Notethatthesespecificationsprovideguidelinesfordeterminationofhighwayfunctions,technicalclassifications,andtechnicalcriteria,aswellashighwayrouteplanning,anddesignofroadway,alignmentandintersections.Thesemaybecategorizedashighwayrouteplanningandgeo

23、metricdesigninothercountries.InordertoaccuratelyexpresstheapplicationthetitleSpecificationsforGeometricDesignofHighwaysisused.TheEnglishtranslationofthesespecificationswasconductedbyChinaRoadandBridgeCorporationundertheauthorizationoftheMinistryofTransportandapprovedbytheHighwayAdministrationoftheMi
