4、struction projectsan essential part of any construction project to provide safe access for workers to perform various tasks. Scaffold provides safe access for workers to perform various tasks. However improperly built and used scaffold has in the past resulted in could cause ccatastrophic accidents.

5、 GDLNG Trunkline Project requires all scaffold platforms on its project sites to be designed, built and inspected by competent personnel. This Standard establishes the minimum procedure provides safe work practices that are to be used on site whenfor construction, using and dismantling scaffolds on

6、site. constructing and utilizing scaffolds that are designed to support workers at the project site.脚手架对于任何多数工程的建设施工都是十分重要的局部。,脚手架使工人能平安地进入到各个作业面。但是没有正确搭建的脚手架和没有恰当使用的脚手架会造成各种灾难性事故。GDLNG管线工程要求所有其工程现场使用的脚手架都必须由有资质的人员进行设计,搭建和检验。本程序提供了搭建和设计脚手架的平安作业规程本标准提供了现场脚手架搭建和使用和撤除的平安作业规程,用于在工程现场给工人提供帮助。 2 DEFINITIO

7、N OF TERMS术语定义A) Fixed Scaffolds - includes the following scaffolds commonly used on sites: tubular welded frame, tube and coupler (Tube lox) scaffolds, Quick Erect Systems (QES) scaffolds 固定式脚手架包括以下通常在现场使用的脚手架:钢管焊接支架、搭扣式脚手架(Tube lox)、速建式脚手架。B) Suspended Scaffolds - includes the following: two-point

9、ards in the surroundings or working conditions related to scaffolding which are hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.有资质的人员:该人员能够对员工造成危害和危险的脚手架作业环境辨识出已存在的危险和预计可能发生的危险, 同时,该人员有权立即采取相关整改措施以消减这些危险和危害。D) Scaffold User - One

10、whose work requires them to access a scaffold platform.脚手架使用人员: 指那些必须登上脚手架平台工作的人员。E) Scaffold Erector - One who has been trained to a level of competency, and designated to erect scaffolds under the direct supervision of a competent person for scaffolds. He must have a certification of special trade

11、 issued by local authority. 脚手架搭建人员:指那些经过训练、到达一定技能水平、在脚手架专业人员的直接指导下进行脚手架搭建的人员。他必须持有权威部门颁发的特殊工种上岗证。F) Scaffold Inspector - One who has been trained to a level of competency, and designated to inspect scaffolds and identify deficiencies in scaffolds such as: G) Missing components, structural damage, f

12、ailed foundation systems, etc., and has authority to stop work pending further review by the scaffold competent person.脚手架检验人员:指那些经过培训、到达一定技能水平、被指定从事脚手架检验工作以及辨识脚手架缺陷的人员,如:构件不全、结构损害、根底系统无效等,且有权勒令停工,待脚手架平安专业人员进行进一步审查。H) SCAFFTAG caffold request form A proprietary system that is used to tag and identif

13、y the current status of scaffolds. Green Tag means the scaffold has been inspected and is fit to use. Red means the scaffold is incomplete / defective and must not be used under any circumstances. Yellow tag means the scaffold is under inspection and must not be used by any one other than the compet

14、ent person inspecting it. Must be submitted to the safety department prior to work commencing and entered in the scaffold register.I) 脚手架申请单:应在工作开始前提交平安部门并输入脚手架登记表。脚手架标识牌应用挂牌系统来识别和标识脚手架的当前状态。绿牌表示架子已检验,可以使用;红牌表示架子未建好/有缺陷,任何情况下禁止使用;黄牌表示架子正在检验中,除了资质人员检验外,其他人员严禁使用。3 ROLES, RESPONSIBILITIES AND TRAINING

15、岗位、职责和培训 A) Scaffold User - has responsibility to attend initial user training, to ensure that scaffolds used by them have been inspected and to follow all requirements set forth in training and this regulation. Users are authorized to work only on scaffolds, which display a green tag, and an inspec

16、tion sticker signed and dated (See Attached) by a Scaffold Inspector that day. 脚手架使用人员:负责参加使用入门培训,确保其所使用的脚手架均经过检验,符合培训内容和本规定的内容。 使用者只可在挂有绿色标牌的脚手架上进行作业,同时,脚手架检验员应在该脚手架的当日有效检查标贴纸上签字并注明日期参见附件。All scaffold users shall be trained to recognize the hazards associated with the type of scaffolding being used

17、, and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable:所有脚手架使用人员都必须接受相关培训,做到能够发觉正在使用的各类脚手架相应的危险,懂得如何去控制或尽量减少这些危险。培训应根据具体情况包括以下方面的内容:i) The nature of electrical hazards, fall hazards, and falling object hazards in the wor

18、k area.工作区域内的电气危险、坠落危险以及落物危险的特性。ii) The correct procedures for dealing with electrical hazards and for erecting, maintaining, and disassembling the fall protection system and falling object system being used电气危险防护措施以及所采用的坠落保护系统和落物系统的搭建、维护和撤除的正确程序。iii) The proper use of the scaffold, and the proper h

19、andling of materials on the scaffold.脚手架的正确使用方法以及在脚手架上递接材料的正确方法iv) The maximum intended load and the load-carrying capacities of the scaffolds used.所采用的脚手架的最大设计荷载以及承载能力。B) Scaffold Erector - has the responsibility of erecting, modifying, and dismantling scaffolds under the direct supervision of a Co

20、mpetent Person for scaffolds. The Erector may be trained and designated as a Scaffold Inspector, to perform daily inspections of scaffolds already tagged for use by a Competent Person. 脚手架搭建人员:负责在脚手架专业人员的直接指导下进行脚手架的搭建、修改和撤除。搭建人员通过相关培训后可指定为脚手架检查人员,负责对由专业人员标识为“可用的脚手架进行日常检查。C) Scaffold Inspector - has

21、the responsibility of inspecting scaffolds prior to use each day. If the scaffold meets the minimum inspection criteria, the Inspector will sign and date the inspection sticker to authorize use that day. If the scaffold fails the inspection, the Inspector will pull the green tag and replace with red

22、 rtag, report to the competent person afterwards.脚手架检查人员:负责每天在脚手架使用前对之进行检查。如果脚手架满足最低检查标准,那么检查人员应在检查标贴纸上签字并注明日期,说明该脚手架当天可用。如果脚手架未通过检查,那么检查人员将拿下绿色标牌换上红色标牌,并在事后向专业人员进行汇报。D) Competent Persons will be trained as Inspectors, and will typically perform that function. However, other persons, such as craft f

23、oremen may also be trained as Scaffold Inspectors, and perform that role in periods of high activities that require more resources to maintain efficiency and the integrity of the inspection regime. plant shutdowns and other similar situations.E) 专业人员:将接受检查人员培训并将专门从事这项工作、履行这一职责。但是,其他人员如工种班长等可也接受脚手架检查

The competent p

25、erson will be present during erection, modification, or dismantling of all scaffolds by scaffold Erectors. The Competent Person will make determination whether a Red or Green tag is displayed (See Attached), and of what duty rating the scaffold deck is built to, making the appropriate notation on th

27、业工程师: 所有搭建高度超过20米的脚手架都必须由一名注册专业工程师进行设计且在使用该脚手架前应获得注册专业工程师的许可。4 SCAFFOLD DESIGN 脚手架设计The following are design specifications that all scaffolds must adhere to as a minimum.所有脚手架的设计必须满足以下最低设计标准要求。A) All scaffolding that is to be used on the project sites must be designed and in accordance with the man

28、ufactures or Professional Engineers guide lines.所有在工程现场使用的脚手架必须按生产厂商和专业工程师的指令要求进行设计。B) All fixed scaffolding will be of the tubular welded frame, tube and coupler (Tube lox) a scaffold, Quick Erect Systems (QES) scaffolds.所有固定式脚手架必须采用焊接钢管框架、搭扣式脚手架(Tube lox)、速建式脚手架。C) All scaffolding over 20 Meters h

29、igh is to be designed by a certified /registered Professional Engineer and relevant qualifications must be provided upon request and or prior to scaffolding being constructed.所有超过20米高的脚手架都必须由具备相关资质的注册专业工程师设计,而且,应按要求或在脚手架施工前提供相关资质。D) Details of general scaffold design must be made available for revie

30、w and approval by the Construction Manager prior to any scaffold being constructed or erected.在进行任何脚手架施工或搭建前,应将脚手架总体设计的详细资料提交施工经理供其审批。Note: Bamboo scaffolding and ladders are or materials are strictly prohibited on theGDLNG Trunkline Project project construction sites.注意:广东LNG工程施工现场严禁采用毛竹脚手架或类似材料脚手架

31、管线工程施工现场严禁采用毛竹脚手架和竹梯。E) All scaffolds will be furnished with handrails and mid-rail on all sides. Handrails must be approximately11.2 meters above the scaffold platform. Handrails and mid-rail shall be supported at intervals not to exceed 2.44 meters.所有脚手架临边都必须带扶手和挡板。扶手应高出脚手架平台约11.2米。扶手和挡板每隔不超过2.44米

32、应进行支撑。F) Toe boards are required on all scaffolds. Toe boards to be a minimum of 20 centimetres in height and tied to the vertical up-right/rail at each corner.所有脚手架均需踢脚板。踢脚板至少应20公分高,且应绑置在每个角的立杆上。Scaffold planks must be at least 5X25 centimeters of full thickness lumbar or scaffold grade and or equi

33、valent. Scaffold planks must be supported by a transom every 1.3m. G) Scaffold planks that are damaged or are cracked /split are to be rendered unserviceable and destroyed. 脚手架铺板必须采用525公分的全厚木材或同等材质的脚手架材料。这些铺板应每隔1.3米采用横档进行支撑。损坏或破碎开裂的铺板均不应使用而应予以报废处理。H) Scaffold planks must be secured in place and or c

34、leared and must extend or protrude over the end of supports by at least 15 centimetres as a minimum. But not more than 30 centimetres. Securing of planks is to be by metal /steel cable, under no circumstances is hemp/rope to be used for securing scaffold planks.脚手架铺板必须稳妥安装,铺板端部应至少伸出支撑15公分,但不得超过30公分。

35、可采用金属线或钢缆固定铺板,在任何情况下,都不得采用麻绳来固定铺板。I) All scaffolds platform must be at least (3) three planks wide for erection and dismantling purposes.所有脚手架用作安装和撤除施工时,平台至少要铺3块脚手架铺板。J) Access ladders must be provided for each scaffold. Jumping off the end of frames or over safety handrails is prohibited 每个脚手架应配备一个

36、爬梯,严禁从架子端部或跨越扶手往下跳。Note: All scaffolds must be designed with access routes in corporate. All ladders attached to scaffolds must be of all approved design. Bamboo ladders are prohibited on the construction site.注意:所有脚手架必须设计进出路线。脚手架所配的爬梯必须做到设计合理符合标准。施工现场严禁采用毛竹爬梯。K) Access to scaffolding over 3 frames/

37、levels (6 meters) must have a rest platform or ladder safety devices.三层6米以上的脚手架进出应设置休息平台或配备爬梯平安设施。L) Adequate sole boards or other rigid footing capable of withstanding the maximum in tended load must be provided.脚手架的根底板或其他刚性根底必须能承受脚手架最大设计荷载。Note: All scaffolding shall be designed and constructed ut

38、ilizing a Safety Factor of (4) four. A Safety Factor of (4) four meaning that their components shall be capable of supporting without failure At least (4) four times the maximum intended load. Engineering design is required to show calculations and sketches supporting all of above.注意:所有脚手架在设计和施工时,其平

39、安系数均应设置为4。这意味着确保脚手架的所有部件能够承受最大设计荷载达4。工程设计时需应提供相应计算书以及草图。M) All scaffolds (regardless of where they are constructed) must be equipped with a 15X15 centimetres steel base plates with an internal fixing spigot .Use of adjustable type support incorporating the above are preferred for use.所有脚手架无论施工地点设在何处

40、都必须配置1515公分的内插接口钢根底板。宜采用可调节的支撑。N) Drums/Barrels/Boxes/kegs and or similar un-stable objects must never be used for scaffolds, and or work platforms to support scaffolds.脚手架不得采用桶、盒、箱及任何类似不稳定的物体,或者应采用平台来支撑脚手架。O) Where persons are required to work or pass under an existing scaffold. A protective screen

41、 of debris netting will be erected.如果施工人员必须在现有脚手架下方进行作业和有人员从脚手架下方通过的话,那么应安装防垃圾的保护网。P) Overhead protection fans are required if workers are exposed to overhead hazards. Such protection must be of 5-centimeter thickness type planks or equivalent.如果工人在存在上空危险的工作环境下工作,那么应安装上防护保护。此类防护必须采用5公分厚的脚手架铺板和同等材料。N

42、ote: This type of protection is to be shown clearly on the engineers drawings/sketches.脚手架的根底板或其他刚性根底必须能承受脚手架最大设计荷载。Note: All scaffolding shall be designed and constructed utilizing a Safety Factor of (4) four. A Safety Factor of (4) four meaning that their components shall be capable of supporting

These individuals/ workers must be able to read and understand basic engineering drawings relevant to scaffold building construction and all relevant site safety work practices.只有经过培训的脚手架搭建人员方可在专业人员的监督下进行脚手架施工。这些人员和工人必须能够阅读、看懂脚手架施工的根本工程图纸并理解所有相关现场平安作业规程。Note: No person or sub-contractor is permitt
