9、volcanoes and deep caves in all parts of the world. In 1948, he went to lake Kivu in the Congo to observe a new volcano which he later named Kituro. Tazieff was able to set up his camp very close to the volcano while it was erupting violently. Though he managed to take a number of brilliant photogra

10、phs, he could not stay near the volcano for very long. He noticed that a river of liquid rock was coming towards him. It threatened to surround him completely, but Tazieff managed to escape just in time. He waited until the volcano became quiet and he was able to return two days later. This time, he

11、 managed to climb into the mouth of Kituro so that he could take photographs and measure temperatures. Tazieff has often risked his life in this way. 26、、泵房改造等,投资8万元;道路硬化2000米;输电线路改造1500米,投资21万元;6、护坡3000,防逃设施4000米,投资40万元;7、收购野生种虾28吨,投资100万元;8、购置试验仪器、渔机具和活鱼运输车等,投资77.7万元。1.4项目总投资项目总投资为589.7万元,其中土建工程投资358万元,收购野生种虾100万元,渔机具及仪器设备购置投资77.7万元,工程建设其他费用32万元,预备费22万元。1.5资金筹措本项目总投资589.7万元,其中申请省级投资489.7万元,地方自筹资金100万元。1.6建设期限本项目建设自2010年3月起至2011年7月完成,建设期16个月。1.7运行费

27、用项目建成后年运行费用121万元。1.8项目效益项目建成正式投产后,项目建成后年产1-3的虾苗3000万尾,年销售收入90万元,年销售成虾23吨,销售收入78万元,总销售收入168万元,除去年运行费用121万元,纯利47万元。项目实施后可向全市全省及我国中东部地区提供大批小龙虾苗种。缓解农业和农村产业结构战略性调整、渔业品种结构调整对名优水产苗种的需求矛盾;促进全市仍至全省全国水产业持续、快健康发展;促进渔业增效、渔民增收;改善市场需求。带动4千户渔民养殖小龙虾,养殖面积1万亩,为渔民增加收入2千万元以上。同时增加地方财政收入和税收,同时带动水产加工业、保鲜、饲料业、渔药等行业的发展。第二章项

28、目建设的必要性和可行性2.1项目背景由于受苗种生产规模的影响,目前XX市养殖品种仍是以“四大家鱼”等传统品种为主,其苗种、商品鱼过剩,即有鱼无市,而市场需求且价格高的名特优新品种,则是有市无鱼,这一现象是造成渔民增产不增收,影响渔业持续发展的根本原因。加上受捕捞强度不断增大及水体污染等各种因素影响,小龙虾等优质品种的野生资源日趋减少。而随着经济的发展和人们生活水平的不断提高,消费者的需求量逐年增加,供需矛盾日益显现,市场供不应求,至使其价格不断上扬,经常出现有价无货。该苗种在池塘或稻田进行人工养殖,其单位面积经济效益较高,养殖效益是常规鱼类的一倍以上,很多养殖户对人工养殖小龙虾抱有极大的兴趣和

29、希望。仅目前XX省XX市,小龙虾养殖面积已超过35万亩,并出现苗种供不应求、农户争相养殖的强劲发展势头。由于苗种供应紧缺,严重地制约了小龙虾人工养殖及相关产业的发展,解决“苗种”这个“瓶颈”制约问题已刻不容缓。小龙虾是发展潜力巨大的新品种,很有必要建立繁育基地,实施资源保护的同时,提高水产养殖业的经济效益,满足市场需求,实现农业增效,渔(农)民增收。水陆交通十分便捷,具有“承东启西,纵贯南北,得中独厚,通江达海”的区位优势,是一座正在崛起的中等城市。全市共辖11个县市区,版图面积1.75万平方公里,人口730万。境内湖、塘、堰、库星罗棋布,水域广阔,水产资源丰富,素有“鱼米乡”之称。建国以来,

30、在党和政府的重视关怀下,随着渔业生产组织、管理和科研机构的建立健全,XX市渔业有了较快的发展,是全国淡水鱼主要产区之一。特别是党的十一届三中全会以后,渔业实行一系列重大改革,放开水面经营权,推行生产责任制,彻底解放了生产力,水产业得到长足地发展。水产品产量持续增长,产品质量逐步优化,渔业经济健康发展,产业地位不断提高,已成为XX市农村经济的重要支柱产业。2009年,XX市全市渔业放养水面125万亩,生产鱼苗162亿尾,水产品产量42.58万吨,小龙虾养殖面积35.9万亩,小龙虾上市产量3.2万吨,名特优水产品放(套)养面积达到75万亩(不含稻田养殖),占养殖总面积的58.2%,名特水产品生产量

31、超过8万吨,名特优水产品养殖产量达到水产品总量的67%,渔业综合产值过55亿元,占全市农业总产值20%多,其中一产业产值40亿元,渔民人均纯收入过6400元,产量和产值都居XX省第三位。为了进一步发挥渔业资源优势,XX市委、市政府规划沿江七个县市区为“优势水产品产业带”,并在政策、投入等方面进行扶持。计划在产业带内进一步加大科技创新力度,调整优化品种结构,以名特优为主导产品,开辟新的产业空间,发展优质、高效的现代渔业。为了解决水产业发展中名特优新苗种不足的问题,需要建设一批有一定规模的名特优苗种繁育基地,其中在XX市水科所建设鄂东最大的小龙虾繁育基地势在必行。本项目已有一定的基础建设规模,为了

32、进一步扩大生产规模,完善配套设施,提高品质,需要进行扩建。项目扩建投产后,将繁殖大批量的优质小龙虾苗种供应社会渔业生产,对促进沿江水产带的发展和全市渔业经济结构进一步调整,改进品种结构,乃至加快全省全国渔业产业化进程有着十分重要的意义。2.2项目建设的必要性2.2.1项目建设是调整农村经济结构,增强渔业后劲的需要改革开放以来,XX市水产业发展对促进农民增收,加快农村经济的发展,起到了不可估量作用。去年市水产业对农民增收的贡献率在30%以上。特别是农业发展进入新阶段后,由于受资源和市场双重约束,种植业发展速度减缓,农民增收的形势严峻,结构矛盾日渐突出,调整产业结构成为当前农业和农村经济的主线,水

33、产业仍然是农业结构战略性调整的首选产业。发展水产业不仅可以开辟农民就业门路,直接为农民增加收入,而且可以带动农产品转化增值和农副产品加工业的发展,大大延伸农业产业链,扩展农村经济发展空间,实现农业可持续发展。然而,要加快发展水产业,首先必须解决生产中所需的大量优良的苗种问题。良种繁育基地的建设,将从种源上为产业结构调整提供重要保证。2.2.2项目建设是调整水产品种结构,大力发展特色产业的需要 目前,XX市渔业优质产品生产尽管有些起色,但仍存在着名优产品比重少,规模小的突出问题。大部分养殖水面仍然是以大宗水产品为主,其销售季节又比较集中,因此容易造成大量积压。而市场走俏,价格居高的名特优新鱼类供

34、不应求,导致经济效益上不去。可以说,水产品种劣势阻碍着水产业进一步快速发展。要改变这一现状,必须实施优质水产工程,按照市场需求,加快品种更新步伐,大幅度提高市场畅销、效益良好的名优特水产品生产量。XX作为XX省的渔业大市,小龙虾养殖面积发展到35.9万亩,目前还没有一个大型的小龙虾繁育基地,建设好XX市水科所小龙虾繁育基地将有效地扩大小龙虾苗种供应规模,促进XX小龙虾产业高速发展。2.2.3项目的建设是保护资源和生产无公害商品虾的需要 保护和有节制地开发利用资源,是当代世界渔业发展的特点。由于天然水产资源过渡利用,野生虾存量锐减,在这里建设繁育基地是发挥本地资源优势,进行小龙虾提纯复壮,从种质

35、上保证渔农从事养殖经济效益的提高。XX市水科所小龙虾繁育基地的建立,在提高苗种选择、扩大供应规模的同时,根据资源和生态保护的需要进行全方位工作,如生物资源品种的挽救、暂养、野外放流等,有利于生态环境的恢复和资源的持续利用。项目建成后,在XX市水科所实施绿色食品生产规程,建立严格的检疫制度和生态环境评估制度。同时基地周边无工业污染,生活污染小,水质优良,能确保小龙虾苗种生产质量达到无公害产品要求,为今后大量的无公害和绿色水产品生产基地提供苗种供应保障。2.3项目建设的可行性在XX市水产科学研究所建设名优水产良种场切实可行,具有五大有利条件:2.3.1承办单位现有条件较好这里气候温和,雨量充沛,日

36、照率高。年均降水量1308.7mm,降雨集中在47月份。日照率4349%,总照19132161小时,最大照时数达2369.3小时。属亚热带气候,冬夏温差较大。基地鱼池平均水温20。池水溶解氧的含量为5.78.8mg/L,保和度介于50110%之间,平均为7.4mg/L。PH值介于7.48.0之间,平均为7.7,属偏碱性水。总硬度一般在8度以下,属软水。XX市水产科学研究所的试验基地在XX市XXX区XXX居委会的鸡窝湖区,离XX市区2公里,靠近干堤,维修改造,部分新建就能达到设计标准,可以降低建设费用。2.3.2开发环境优越,当地政府大力支持该项目建设在XX市水产科学研究所,正位于XX“沿江水产

37、带”的核心区。“沿江水产带”是XX市委、市政府发展农业和农村经济的战略区域规划,抓产业带的苗种基地建设,又是沿江水产带的主体建设工程。市委、市政府对项目建设高度重视,给予政策优惠和大力扶持,XX市水产产业结构调整和持续发展以“渔业增效,渔民增收”为目标。小龙虾产业得到了领导的高度重视,在政府的支持下,各地都出台了加快小龙虾发展的实施意见,特别是以奖代补的政策措施,有力地推动了小龙虾产业的快速发展。XX市水产科学研究所是全市水产应用技术研究和推广的龙头,为全市渔业提供了技术支撑,为全市渔业的结构调整提供了优质品种保障,本项目的建设具备了优越的政策和社会环境,符合国家农业产业结构调整的方向。2.3

38、.3有多年苗种生产经验,已掌握多种名优良种繁育技术XX市水产科学研究所(XX市水产技术推广站)是一套班子两块牌子,现有水产专业人才22人,高级工程师5人(一人享受国务院特殊津贴),工程师12人,初级职称5人,所领导班子都是专业技术人员,专业技术过硬,生产管理能力出众,全所干部职工都有较高的渔业科技水平。该所早在六十年代初就开始进行四大家鱼和名优品种的人工繁殖,是XX市最早开展人工繁殖的单位。曾在四大家鱼提纯复壮,及黄颡鱼、南方大口鲶、杂交鲤、鳜鱼、班点叉尾鮰等名优品种苗种繁育,以及颗粒饲料配方等试验和生产中获得过许多成果和经验,现在具备5000万尾鱼苗的生产能力。自20世纪90年代开始,XX市

39、水产科学研究所就与XXX大学水产学院建立长期技术合作关系,1998 年合作开发的南方大口鲶品种,经多年的培育、研发、推广,已经成为深受养殖户喜爱具有十分广阔前景的优良品种,每年为单位创收近50万元,累计推广养殖面积达5000万亩。2006年开始和中科院水生所签订了技术合作协议 ,2007年“中科院水生生物研究所渔业生物科技试验基地”正式挂牌,同年,培育出异育银鲫“中科三号”夏花鱼种100万尾,2008年培育出异育银鲫“中科三号”300万尾,推广主、混、套养面积达到3万亩。同时,还是XX市小龙虾繁育基地之一,开展了小龙虾的土池和水泥池的苗种繁育试验,取得了一定的经验。中科院水生生物研究所、XXX

40、大学水产学院等单位从事鱼类研究的有关专家、教授也是该项目的协作成员,能为其基地苗种繁育和养殖技术的提高提供技术保障。2.3.4苗种市场广阔,名优良种养殖前景看好XX市辖内11县(市、区)共有鱼苗繁殖生产场点100多处,年生产各类鱼苗162亿尾以上,鱼种7万吨,是有名的鱼苗种生产大市。其苗种销售遍布本省及安徽、河南、江西等省的三十多个县(市)。随着苗种生产经营许可证制度的实施,全市每年将更换和增补大量鱼类亲本和需要大批量优质鱼苗种。XX市水产科学研究所有优越的地理位置和便利的交通条件,水陆交通十分方便;其苗种生产历史较长、品种较多、质量较高、信誉很好,因而在周边地区乃至全省全国都有一定知名度。在

41、原有基础上,进行改造和扩建,扩大苗种生产规模,使XX市水产科学研究所苗种基地品种更多、批量更大、质量更优,不仅能满足本市对良种的需求,而且可以辐射到河南、安徽、江西等中东部地区,推动苗种生产产业化。根据最近几年市场看,小龙虾销售很旺,苗种需求也日益增加,苗种缺口巨大,随着人们生活水平的提高,水产品市场需要更加丰富,小龙虾养殖前景十分广阔。第三章市场供求分析与预测3.1项目区渔业发展现状近几年,名特优水产品在XX市发展特别快,其原因,一是市场需求;二是经济效益驱动。据调查,养殖名特优水产品与养殖大宗水产品比较,其效益前者高出后者25倍或更高。鉴于此,XX市自九十年代初开始更加注重了良种的选育、引

42、进和推广工作,目前从天然鱼类苗种选育培养的青鱼、草鱼、团头鲂、鳙鱼、鲢鱼等亲鱼都已开始投产,用户普遍反映良好;由外地引进的高背鲫、建鲤、彭泽鲫、斑点叉尾鮰等名优品种苗种已能大批量生产;市场比较畅销的黄颡鱼、鳜鱼、南方大口鲶、细鳞斜颌鲴、小龙虾苗种生产也发展很快;鲈鱼、鲟鱼养殖已有一定规模。全市名特优新水产苗种繁育已经具有一定的生产规模和较好的生产条件,有力地促进了名特优水产养殖发展,已为小龙虾的大面积推广创造了良好的氛围。3.2项目生产发展的前景项目承担单位在以市场为导向,以效益为中心,在推进农村产业结构战略性调整,优化品种结构的思想指导下,坚持提高渔业经济效益、社会效益、生态效益,不断满足社

43、会对名特优苗种及成鱼产品的需要,为改善人民食品结构,提高人们生活质量,促进农民增收发挥积极作用。名特优水产良种,是渔业发展的永恒需求。新的高标准水产名优良种场建成后,既可以根据全国统一规划,搜集整理、保存、开发和利用经济鱼类原种,既起到原种场作用,又可以利用原、良种繁育子代和良种亲本,完成良种场基本任务,将有利于促进水产苗种生产向规范化、高品质化、专业化发展。当前不少名特优新水产苗种供不应求,尤其是虾类苗种更为紧俏。因为小龙虾生长快,其肉质洁白鲜嫩、易烹饪而深受广大消费者的青睐,加之人民群众消费水平的提高,需求量不断上升。但近年野生资源日益减少,不能满足市场需要,市场供求矛盾突出,售价很高。在

44、全国范围内,人工养殖小龙虾都已有一定规模,而XX地区养殖户对小龙虾特别钟爱,更显得苗种供应不足,养殖户的需求十分迫切,养殖面积正在不断扩大。因而,大力发展小龙虾苗种生产具有良好的市场前景,也显得尤为必要。3.3现有生产能力调查与分析项目承担单位XX市水产科学研究所每年生产各类养殖鱼苗5000万尾,其中名特优种苗1000万尾,提供各类优质亲鱼2000公斤,远销多个省市地区。长期致力于水产应用型技术研究和技术推广,并取得了丰硕的成绩,其中鳜鱼的繁育技术获省政府科技进步三等奖, 青虾苗种繁育技术获省政府科技进步三等奖和市政府科技进步一等奖等。苗种生产历史较长,已有大型鱼苗生产设施,鱼池配套,具有较强

45、的水产苗种繁育、亲鱼培育、成鱼养殖等技术实力、生产能力和管理经验,是XX市十强科研单位,完全具备该项目技术指导和实施能力。加上还有中科院水生生物研究所作为该项目的技术依托,更有利于技术创新和良种场的发展。项目建设投产后,完全有能力达到生产设计规模。3.4国内市场需求预测国内市场随着人们生活水平的提高,居民对水产品的消费需求有了更高的要求, 小龙虾作为一种新的大众食品,具有营养价值高,味道鲜美等特点,在市场上十分畅销,是目前市场上水产品销量最多的品种之一,已成为城乡大部分居民和工薪族喜爱的菜肴。小龙虾还是我国餐饮业最主要的热门菜之一,以小龙虾为特色菜肴的餐馆、排档遍布全国城镇的大街、小巷,尤其在

46、武汉、南京、上海、常州、无锡、苏州、淮安、合肥等大中城市,一年的消费量都在万吨以上,其中以麻辣为特色的油闷大虾吃法更是风糜全国。我国从事小龙虾加工的企业也非常多,XX市就有2家小龙虾加工企业 水产品加工企业,年加工能力都过万吨,初步实现了我市小龙虾产、加、销一体化的产业化经营格局,使我市成为了XX省少有的几个小龙虾生产经营产业链比较完备的市(州)之一。3.5产品进入国际市场前景国际市场小龙虾(克氏原螯虾)为欧美市场最受欢迎的水产品之一:西欧市场每年的消费量约为68万吨,其自给率仅为20;美国一年的消费量约为46万吨;瑞典是小龙虾的狂热消费国,每年举行为期三周的螯虾节,全国上下吃螯虾,每年进口螯
