2、，新型城镇化要以人的城镇化为核心，把有序推进农业转移人口市民化作为下一步工作的重中之重，并提出到2020年要实现常住人口城镇化率到达60%,户籍人口城镇化率到达45%左右。从当前状况来看，60%的目的比拟容易实现，但是户籍人口城镇化率要到达45%,则需要付出宏大的努力。为此，(十三五规划纲要指出，推进有能力在城镇稳定就业和生活的农业转移人口举家进城落户，并与城镇居民享有同等权利和义务。这表示清楚了和推进农民工市民化的坚强决心。然而在实践中，农民工有很强烈的市民化的愿望，却没有相应的市民化的能力，近些年围绕着解决市民化的外在制度障碍做出了很大努力。下一步的重点要放在农民工市民化的能力建设方面，即

3、提升农民工的人力资本。农民工人力资本的提升不仅有利于顺利地实现市民化，也有利于我们国家在经济新常态下收获更高层次层次的人口红利，更有利于创新型国家的战略目的的实现，打造中国经济升级版。为此，本文以农民工市民化为主题，以人力资本为主线展开研究。农民工市民化是要实现的目的，而人力资本的提升则是实现的手段。本文的主要内容和主要结论如下：绪论部分是概述，主要介绍了选题的背景与意义、思路和方式方法，以及对现有的研究进行了梳理，可能的创新与缺乏。第2章是本文的理论分析部分。在本章中，本文梳理了关于人力资本的思想和西方经济学关于人力资本的思想，以及人力资本思想对于解决农民工市民化问题的意义。第3章和第4章是

5、bstractOvertheyears,urbanizationinChinahasexperiencedarapidgrowth,whichcanbeseenfromtheurbanizationrateincreasingfrom17.9%in1978to56.1%in2021andalsothepopulationofpermanentresidentsincitiesandtownsincreasingfrom170millionto770million.Nevertheless,thecensusregisterpopulationurbanizationrateisonly35.9

6、%inChinaby2020,beingnotonlymuchlowerthantheaveragelevelof80%inthedevelopedcountriesbutlowerthantheaveragelevelof60%inthedevelopingcountries,whichisanobstacletothesounddevelopmentofurbanization.Therefore,theCentralWorkingConferenceofUrbanizationandtheNationalNewUrbanizationPlanning2020-2020hasstresse

7、dthatthenew-typeurbanizationoughttobehuman-centeredandthecitizenizationofrural-to-urbanpopulationshouldbeprioritizedinthenextstep.Meanwhile,by2020,theurbanizationrateofpermanentresidentsshouldreach60%andhouseholdregisterpopulationurbanizationrateoughttoattain45%.Atpresent,theformerisreadilyachievabl

8、ewhilethelatterstillrequireconsiderableefforts.Consequently,the13thFive-YearPlanpointsoutthattopromotetherural-to-urbanpopulationwhoseurbanemploymentandlivingarestableurbanizeswiththeirfamiliesandguaranteetheirparallelrightsandobligationswithurbanresidents,whichhasindicatedthegovernmentsdeterminatio

9、ntorealizethecitizenizationofmigrantworkers.While,thoughbeingeagertobecitizen,themigrantworkersarelackofrelatedcompetence.Intheseyears,thegovernmenthasmadegreateffortstowipeouttheinstitutionalobstaclestocitizenization.Andthenextpointisruralmigrantworkerscompetenceforurbanization,namelythepromotionof

10、migrantworkershumancapital,whichisnotonlybeneficialtocitizenization,buttoharvestahigherlevelofdemographicdividendundertheNewNormal,moreconducivetotheimplementationofaninnovation-orientedcountryandanupdatedversionoftheChineseeconomy.Thus,revolvingaroundthecitizenizationofmigrantworkers,thispaperemplo
