5、cond time in accordance with Decree No. 62 of Shanghai Municipal Peoples Government on January 24th, 2022)轨道交通工程通过初期运营 前安全评估的，由市交通行 政管理部门报市人民政府批 准后，开展初期运营；初期 运营时间不少于1年。初期运营期满且具备正式运 营前安全评估条件的，轨道 交通企业应当向市交通行政 管理部门报告；市交通行政 管理部门认为符合条件的， 应当组织第三方安全评估机 构进行正式运营前安全评 估。轨道交通工程通过正式运营 前安全评估的，由市交通行 政管理部门报市人民政府批 准

6、后，投入正式运营，并向 社会公告。The rail transport engineering that passes the safety assessment before the initial operation may be put into initial operation upon the approval of the Municipal Peoples Government, which is reported by the municipal administrative department of transportation; the initial operatio

7、n time shall be not less than 1 year.The rail transport enterprise shall report to the municipal administrative department of transportation while the initial operation expires the safety assessment requirements before formal operation are met; the municipal administrative department of transportati

8、on shall arrange a third- party safety assessment agency to conduct safety assessment before formal operation while they considers that it meets the requirements.The rail transport engineering that passes the safety assessment before the formal operation may be put into formal operation upon the app

9、roval of the Municipal Peoples Government, which is reported by the municipal administrative department of transportation; the formal operation shall also be announced to the public.Article 14 (Employment Requirements)第十四条（从业要 求）轨道交通企业应当按照国家 和本市有关规定对从业人员 进行安全培训和考核，确保 从业人员具备相应的轨道交 通运营安全知识和管理能 力。The r

10、ail transport enterprise shall, according to relevant provisions of the State and this Municipality, conduct safety training and assessment for employees to ensure that the employees have corresponding knowledge about, and management ability of, rail transport operation safety.Train drivers of the r

11、ail transport enterprise shall receive training of no less than 5000 km driving mileage, and pass the examination before getting on duty with certificate; dispatchers and train attendants on duty shall receive training of no less than 300-hour operation, and pass the examination before getting on du

12、ty with certificate.轨道交通企业列车驾驶员应 当进行不少于5000公里驾 驶里程的培训，经考核合格 后持证上岗；调度员、行车 值班员应当进行不少于300 小时操作的培训，经考核合 格后持证上岗。轨道交通企业应当对列车驾 驶、调度、行车值班、信 号、通信等重点岗位人员进and行安全背景审查和心理测 试。The rail transport enterprise shall, conduct security background investigation and psychological test for personnel in critical positions s

13、uch as train driving, dispatching, driving duty, signal communication.Article 15 (Safety Duties of Staff)第十五条（人员安全 职责）The rail transport employees shall strictly abide by the safety management system and perform their post safety management duties.轨道交通从业人员应当严格 遵守安全管理制度，履行岗 位安全管理职责。Station staff of t

14、he rail transport enterprise shall perform the following duties:轨道交通企业车站工作人员 应当履行下列职责：1. maintaining order in the station, guiding passengers aboard in order;（一）维护车站内秩序，引 导乘客有序乘车；2. guiding prompt evacuation of passengers in case of danger;（二）发生险情时，及时引 导乘客疏散；3. dissuading, checking any behavior poss

15、ibly leading to occurrence of danger, and referring the（三）劝阻、制止可能导致 危险发生的行为，对劝阻、case of dissuasion or check without effect to the public security department; and4. making prompt report upon discovery of hidden peril of accident.Train drivers of the rail transport enterprise shall perform the followi

16、ng duties:1. observing the train driving safety operation specifications; andseeing about passengers getting on and off the train, ensuring the safe opening and closing of platform screen doors (safety separation doors) and train carriage doors.制止无效的，移送公安部门 处理；（四）发现事故隐患，及时 报告。轨道交通企业列车驾驶员应 当履行下列职责：（一

17、）遵守列车驾驶安全操 作规程；（二）查看乘客上下列车情 况，确保站台屏蔽门（安全 隔离门）和列车车门安全开 启和关闭。Article 16 (Requirements for Passengers)第十六条（乘客要 求）Passengers shall observe the various requirements for taking transport in the Regulations and the Rules for Rail Transport Passengers.乘客应当遵守条例以及 轨道交通乘客守则中的 各项乘车要求。Passengers shall cooperate

18、with the public health incident prevention and handling measures taken by rail transport enterprises according to law.乘客应当配合轨道交通企业 依法采取的公共卫生事件预 防与处置措施。The rail transport enterprise shall strengthen management of the riding order. The rail transport enterprise may refuse any passenger violating the p

19、rovisions in the preceding clauses admittance to轨道交通企业应当加强对乘 车秩序的管理。对违反本条 第一款、第二款规定的乘 客，轨道交通企业可以拒绝其进站、乘车。乘客拒不接 受的，轨道交通企业可以移 送公安部门处理。Article 17 (Safety Inspection)第十七条（安全检 查）the station or aboard, and if the passenger ignores the rule, the rail transport enterprise may refer the passenger to the publ

20、ic security department.禁止乘客携带易燃、易爆、 有毒、有放射性、有腐蚀性 以及其他有可能危及人身和 财产安全的危险物品进站、 乘车。具体危险物品目录和 样式，由轨道交通企业按照 规定，在车站内通过张贴、 陈列等方式予以公告。轨道交通企业应当按照有关 规定和标准，在车站内设置 安全检查设施、设备，配备 受过专业培训的安全检查人 员，并按照规定对乘客携带 的物品进行安全检查。安全检查人员应当熟悉有关 安全检查规章制度和操作规 程，掌握相应的安全检查设 备和防恐、防暴设施设备操 作技能。乘客应当接受和配合安全检 查；拒不接受、配合安全检 查的，轨道交通企业应当拒 绝其进站、乘

21、车。No passenger shall carry into the station or aboard any flammable, explosive, toxic, radioactive, corrosive or other dangerous goods that possibly jeopardize personal and property safety. The catalogue and pattern of specific dangerous goods shall be announced by the rail transport enterprise thro

22、ugh putting up posters and on display in the station according to provisions.The rail transport enterprise shall, according to relevant provisions and standards, install in the station safety inspection facilities and equipment, and appoint safety inspectors with specialized training to conduct safe

23、ty inspection, according to provisions, on articles that passengers are carrying.Safety inspectors shall be familiar with relevant safety inspection rules and regulations as well as operating procedures, and master the corresponding safety inspection equipment and operation skills of anti-terrorism

24、and anti-riot facilities.Passengers shall accept and cooperate in safety inspection; whoever refuses to do so shall be denied admittance to the station and aboard.Upon finding any dangerous goods in the safety inspection, the rail transport enterprise shall forthwith take safety measures to avoid oc

25、currence of danger and promptly report to the public security department as provided.轨道交通企业在安全检查中 发现有危险物品的，应当立 即采取防止危险发生的安全 措施，并按照规定及时报告 公安部门。Persons other than passengers entering the station and riding the train shall observe the provisions of this Article.乘客以外的其他人员进站、 乘车的，应当遵守本条规 定。Article 18 (Ma

27、业网点不得 影响轨道交通运营安全。No commercial networks other than the outlets and vending machines on platforms installed as specified in the rail transport station layout scheme may be installed at the entrance, exit, platform or passage of the station.除轨道交通车站规划布局方 案确定设置的商业网点和设 置在站台的自动售货机外， 禁止在车站出入口、站台及 通道设置商业网点。

28、轨道交通企业应当加强对广 告设施、商业网点的安全检 查。广告设施、商业网点使 用的材质应当采用难燃材料，并符合消防法律、法 规、规章和技术规范的规 定。The rail transport enterprise shall strengthen safety inspection of advertising facilities and commercial networks. The material used for advertising facilities and commercial networks shall be fire resistant and comply with

29、 provisions of laws, rules and regulations, as well as technical specifications concerning fire protection.Except for emergency, the advertising facilities and commercial networks shall be set up or maintained during the non-operation period of rail transport.除紧急情况外，广告设施、 商业网点应当在轨道交通非 运营期间进行设置或者维 护。

30、Article 19 (Suspension for Reconstruction or 第十九条(改扩建停Extension)运)Where the rail transport operation needs to be suspended or the operating time to be shortened due to the reconstruction or extension of rail transport or the renovation of facilities, the rail transport enterprise shall draw up and f

31、ile a safety protection scheme with the municipal administrative department of transportation. The rail transport enterprise shall, ten days before the suspension of rail transport or the shortening of operating time, perform the obligation of informing passengers through the intercom system at the

32、station and on board, notice or media.轨道交通进行改建、扩建或 者设施改造，需要暂停轨道 交通运营或者缩短运营时间 的，轨道交通企业应当制订 安全防护方案并报市交通行 政管理部门备案。轨道交通 企业应当在暂停轨道交通运 营或者缩短运营时间10天 前，通过车站及列车广播系 统、告示以及媒体等方式向 乘客履行告知义务。Where the rail transport operation is suspended or the operating time is shortened, the municipal administrative department

37、sk database and analyze the specific potential hidden safety peril that may occur, and form a hidden peril screening and elimination manual for specific posts; the hidden peril screening and elimination manual shall specify the contents, methods, cycles and other requirements of screening and elimin
