1、2023年口译笔记 王毅副外长在安理会的发言 【原文】我祝贺南非担任安理会本月轮值主席，很高兴看到总统先生亲自主持今天的会议。此次公开辩论会使我们有机会集中讨论联合国与区域组织特别是非盟的合作问题，这对维护国际和平与安全至关重要。我对南非的这一倡议表示高度赞赏。 【译文】I wish to congratulate South Africa on auming the presidency of the Security Council for this month, and I am glad, Mr.President that you are personally chairing to

2、days meeting.This open debate offers us an opportunity to discu the United Nations cooperation with regional organizations, particularly the African Union.This is of great importance to upholding international peace and security.I wish to applaud South Africa for taking this initiative. 【评点】 1.掌握con

3、gratulate sb.on sth./doing sth.这一结构。 2.掌握aume（to start to have control, responsibility etc or to start in a particular position or job）的含义和用法。 3.“很高兴看到”不必死译为be glad to see that，译为be glad that足矣。 4.掌握动词chair（to be the chairperson of a meeting or committee）的含义和用法。 5.掌握 be of great importance to这一重要结构。

4、 6.“维护”除可用uphold外，还可以用safeguard、champion、maintain和vindicate诸词。 7.“对表示高度赞赏”选用applaud（formal to expre strong approval of an idea, plan etc）一词译出，妥贴又简洁，这是“得意忘形”的佳译。掌握applaud sb.for sth./doing sth.这一结构。 【原文】联合国宪章将维护国际和平与安全的首要责任赋予安理会。同时，联合国的缔造者们在宪章第八章极富远见地鼓励通过区域安排和平解决地区争端。当前，世界的和平与发展面临诸多难题和挑战，需要在国际、地区和国家层

5、面做出强有力的集体应对。在此形势下，加强联合国与区域组织的合作是推动多边主义的需要，也是国际集体安全机制的重要发展。 【译文】The UN Charter aigns the primary responsibility of upholding international peace and security to the Security Council.In Chapter Eight of the UN Charter, the founding members of the UN also encourage with great vision the development of

6、pacific settlement of local disputes through regional arrangements.World peace and development are now faced with many difficulties and challenges, and it is imperative to respond forcefully to them at the national, regional and international levels.In a fast changing world, to strengthen the United

7、 Nations cooperation with regional organizations will both promote multilateralism and boost the international collective security regime. 【评点】 1.掌握联合国宪章的译法The UN Charter。 2.见到“极富远见地”这类副词不要只想对应的英语副词，用with结构译出是常见的转化方法，此例应牢记。 3.“需要”以it is imperative to译出，恰到好处。 4.译者处理“是的需要，也是的重要发展”时抛开原文结构，转化为英语“谓语宾语”结构

10、就没有世界的和平与繁荣。”时将“没有非洲的稳定和发展，就没有世界的和平与繁荣。”抽出单译一句，再处理“我们必须承认这样一个事实”。这句译文不仅地道，还符合英语习惯。此例具有代表性，应好好体会。 【原文】作为非洲最大和最具代表性的地区组织，非盟在维护非洲和平与稳定、解决非洲冲突方面发挥着越来越重要的作用，受到国际社会的广泛重视。在过去的几年里，联合国与非盟的良好合作已成为践行宪章精神的典范。从布隆迪、利比里亚到索马里、苏丹，我们看到了这种合作取得的积极成果。中国对非洲国家和非盟展现的决心、勇气和奉献精神表示敬意。 【译文】The African Union is the largest and

11、most representative regional organization in Africa, and it has gained widespread international recognition for the increasingly important role it plays in upholding peace and stability and resolving conflicts in Africa.The good cooperation between the United Nations and African Union in the past fe

12、w years, marked by progre in countries like Burundi, Liberia, Somalia and Sudan, has become a model for observing the UN Charter.China salutes the determination, courage and dedication of African countries and the African Union. 【评点】 1.“受到国际社会的广泛重视”和“非盟在维护非洲和平与稳定、解决非洲冲突方面发挥着越来越重要的作用”是因果关系，译者据此作了相应处理
