1、标的内容及有关要求一、项目内容外文图书（书目附后）。二、投标人资格具有国内独立法人资格，具备国家颁发的中华人民共和国出版物进出口经营许可证，注册资金在100万元（含）以上，有一定的供货渠道及良好的公司信誉，有稳定的图书馆客户及完善的图书馆配供技术和服务条件，并具有较强的经济实力和良好的售后服务能力的图书供应商。三、技术及服务要求1、根据招标人订购的书目，要求提供未经使用的正版外文图书（书目附后）。2、收到图书订购单后应及时回函，以确保采购计划的实施；根据提供的书目及包装要求，将配套服务后的图书送交到招标人指定地点。3、根据图书订购单的种类、数量按时供货，收到招标人订单后，供货期限为90天(投标

2、单位可根据实际情况进行承诺)。如果提供的外文图书种类不足、册数不足、不能按期到货（出版社推迟出版或发生影响协议履行的不可抗力的原因除外）均视为不具备供货条件，招标人有权采取相应的补救措施（如直接向出版商邮购图书或向其他供货商补订图书），由此造成的一切责任由中标人承担（如折扣损失、邮费、数据费、加工费等）。4、每册图书免费加贴美国产3M复合B2型钴基可充消磁条。应确保磁条的质量，使用中如出现质量问题，中标人应承担由此造成的责任。5、在送交每批图书的同时免费提供盖有中标人单位公章的该批图书清单（一式二份）及规范的机读编目数据，图书分类法应采用现行中图法第四版。6、保证图书的质量，招标人在验收时如发

3、现有页面污染、图文不清、缺页、倒装、缺附件、与订单不符等情况，可无条件退货。7、招标人根据实洋结算货款。按人民币（免税价）方式结算。在验收中如发现书款与发货单不符的，中标人应接到招标人通知之日起10日内派员到验收地核实，逾期责任自负。8、保证按期一次性到货。四、商务要求1、投标报价：投标人根据标的内容及有关要求，结合自身特点和条件，按投标报价表的格式填写投标报价。 2、评标原则：最低评标价法，是指以价格为主要因素确定中标候选供应商的评标方法，即在全部满足招标文件实质性要求前提下，依据统一的价格要素评定最低报价，以提出最低报价的投标人作为中标候选供应商或者中标供应商。3、货款结算：根据实洋（免税
