1、 3 British Parliamentary Debate What is it?British Parliamentary(BP)involves four two-person teams.Two teams(“proposition”or“government”)support the resolution(the topic)and two teams(“opposition”)oppose.BP is about using good speaking skills to present logical arguments,and teams are encouraged to
2、incorporate philosophical arguments into the debate.The first six speeches in the round feature a mix of constructive arguments(new arguments for ones side)and rebuttal arguments(refutation of the arguments presented by ones opponents).A BP debate round concludes with two“whip”speeches,where each si
3、de summarizes the significant arguments presented throughout the round and presents reasons why their team should win the debate.Resolutions&Preparation Time BP debate is a“limited preparation”format that uses resolutions based on current events.Resolutions are generally announced at a central gathe
4、ring location 15-20 minutes prior to the start of the debate.Teams prepare individually,and the second government and second opposition teams must introduce new arguments and/or new perspectives to the debate.During the preparation time,debaters can consult any research materials that they have gath

8、e first minute of a speech and before the last minute of a speech),an opposing team may ask a question of the current speaker.Example:The prime minister is giving their speech.The opposition stands and has 15 seconds to ask a question,make an observation or present an argument.The prime minister has
9、 the option to address or ignore the question from the opposition.Questions cannot be asked during the first and last minute of a speakers speech(this is considered“protected time”).4 Role Fulfillment PRIME MINISTER(PM)clearly state a team line(the general value,philosophy or principle you are suppo
10、rting)define the motion and(if the resolution calls for it)provide a clear model outline the case your team will present and explain which speaker will cover the arguments to be explained(preview)explain your own arguments and finish by providing a summary of your main points(review)OPPOSITION LEADE
11、R(OL)clearly state a team line respond to the definition mentioning whether it is fair and makes a reasonable link to the motion(normally you will simply say“we accept the definitions”).If,however,the definition does not link clearly to the motion,you may need to offer an alternative interpretation
12、of the motion(this should ONLY RARELY happen in cases where a debate cannot happen with the definition provided by the PM)refute the PMs major arguments constructively argue the opposite point of view by presenting positive matter DEPUTY PRIME MINISTER(DPM)re-cap the team line refute the response ma

17、guments(but new examples and evidence can be used)briefly refute the extension arguments provided by the MO review the entire debate and show why the proposition side has won(usually best to summarize the main clash points/key questions and explain why government side wins each issue within this sum
18、mary,be sure to explain the overall importance of the MG extension arguments)finish by reviewing your major clash points and making a final strong appeal for a vote for the government side in the debate OPPOSITION WHIP(OW)re-cap the team line do NOT introduce any new arguments or spend significant t
19、ime on refutation(since the GW cannot introduce new arguments,you should not have any brand new arguments left to refute)review the entire debate and show why the proposition side has won(usually best to summarize the main clash points/key questions and explain why opposition side wins each issue within this summary,be sure to explain the overall importance of the MO extension arguments)finish by summarizing the main reason why your side has won or advanced the debate the furthest
