3、、外国人居住地的枪击、信仰不同的仇杀等等时 刻吞噬着无辜群众的生命，威胁着社会的安定与繁荣。在南亚地区更为严重印度 地区安全形势日趋严峻，严重威胁着南亚地区的稳定与发展，中国与印度是近邻， 印度的安全稳定关系着中国西南地区的稳定和和平。印度应对恐怖主义的态度和 措施直接关系到中国一带一路的战略实施。深入的了解印度国内形势并分析发生 的原因，提出相关举措具有重要的理论意义和现实意义。 本文主要运用文献研究法、归 纳概括法。以恐怖主义概念为切入点，深入分 析了恐怖主义相关概念及其历史渊源，以及在当代尤其是印度的具体表现，并且 深刻的分析了发生的原因，提出了较为全面的解决举措。本文共分为四个部分：

4、第一部分主要是论述了恐怖主义定义的界定与辨析。主要包括以下内容，第 一，探求恐怖主义发展的历史渊源，从古代至当今恐怖主义发生的过程。第二， 了解其定义，明晰世界各国学者及其政府部门都对恐怖主义做出哪些定论。当代 的恐怖主义是基于一些政治目的而对特定群众或者是特定群体展开的使用暴力， 或者是用暴力的形式来威胁，以期达到某种目的 行为。使受害群体陷入恐怖当中， 逼迫受害全体做出有利于施加者的事情。通过对恐怖主义以及其他概念的辨析使 得我们在分析问题的过程当中更加清晰。 第二部分当前印度反恐严峻的形势。主要是包括以下几个方面，第一，印度 恐怖主义组织名目繁多，且有很深的群众基础，能够得到当地群众的支

5、持。同时 印度教派林立，各宗教为团体利益展开一系列暴恐行为和敌对行为。第二，印度 国内政治经济发展不平衡为印度产生暴恐提供温和场所，民众生活水平低下，各 个邦发展差距日益扩大。第三，印度周边安全形势严峻，中东的恐怖势力渗透， 周边国家的安全 形势不容乐观。第四，科技的发展为恐怖主义的传播和实施提供 了便利，使得印度控制和消除恐怖主义更加有难度。 第三部分分析了印度产生恐怖主义的原因。第一，从经济发展上印度国民经 济经过制定经济发展规划，经济速度呈中高速发展，但是在发展过程当中经济实 惠并没有惠及普通民众，尤其是边远地区的民众。除此之外各个表列部落发展层 次不同，地区差异性显著，造成贫富悬殊。经

6、济领域印度虽然国民经济起步较晚， 但是经过国家计划经济一直保持高速增长，但是国家经济总量增长的同时却没有 惠及 更多的民众，导致新老贫困交替。第二，文化上印度的文化与其说是民族文 化不如说是宗教文化，在印度几乎人人都信教，在印度不信教简直就是不能想象， 正因为宗教数目众多，教义不同，进而造成信教民众互相之间的敌对。第三，安 保力量是保障民众生命财产的最后防线，印度是世界上警察分布不足的国家之 一，人数缺乏加上武器装备低劣，训练跟不上国内时事变化。第四，在国际合作 方面阐述其预防、根治恐怖主义的难度点，印度与周边国家存在一定的争端致使 印度反恐得不到周边国家强有力的情报支持和信任。 第四部分是印

7、度为消除恐怖主义所实施的 举措。第一，印度大力发展国内经 济，充分利用世界上发达国家的经验与技术发展民生事业，消除贫困，消除两极 分化，缩小地区之间的差异，最终实现均衡发展，共同富裕。第二，印度国内两 大宗教要相互包容，兼容并蓄，互相尊重生活习惯尊重相互关切的利益，和睦相 处，最终实现国家团结，民族团结。第三，印度国内应加强警察力量的建设，增 强威慑力，改善装备与训练情况，加强同世界发达国家警察部队之间的联训以增 强应对突发情况的能力。第四，周边国家的安定于发展直接关系着印度国内安全 形势，因此同周边国家保持信任、畅通的联络机制，有 助于印度处理国内不安定 情况。 总之，只要印度能够认清恐怖主

8、义发生的根源，并且能够切实的落实各项治 理措施，笔者相信在不久的将来南亚一定能够实现繁荣、安定的局面。 关键词 .“ 印度恐怖主义反恐形势严峻原因应对 IV Abstract As we all know, the international security situation is worsening in all regions of the world no single country can be spared from the southern end to the northern end of the earth burst forth everywhere terroris
