2、和高新技术开发区的优惠政策，是经中国国务院批准的第一批以引进外资、引进国外先进技术、发展新兴技术为主的国家级经济技术开发区和高新技术开发区。 浦江高科技园及漕河泾出口加工区将重点发展高新技术产业，同时引进高层次的相关配套产业。作为漕河泾开发区新一轮发展的基地，园区在总体上将借鉴美国硅谷、英国阿灵顿园区的成功发展模式，坚持人与自然和谐共生的理念，进行高起点的园区规划、科学的开发建设，并同时注重完善配套功能，力争把漕河泾浦江高科技园建设成为 能参与国际竞争的国内领先、国际一流、兼具研发功能、技术服务功能和高科技产业制造功能的科技工业园区 。2003年3月，国务院批准设立上海漕河泾出口加工区；200

3、4 年7月，国务院批准漕河泾开发区扩地发展。在闵行区浦江镇扩建浦江高科技园，为国家级的经济技术开发区。总面积10.7平方公里，其中9.4平方公里为产业区，其余为综合配套区。出口加工区位于园区北面，一期工程约0.9平方公里于2004年3月封关运作。漕河泾浦江高科技园及漕河泾出口加工区将重点发展高新技术产业，同时引进高层次的相关配套产业。作为漕河泾开发区新一轮发展的基地，园区在总体上将借鉴美国硅谷、英国阿灵顿园区的成功发展模式，坚持人与自然和谐共生的理念，进行高起点的园区规划、科学的开发建设，并同时注重完善配套功能，力争把漕河泾浦江高科技园建设成为 能参与国际竞争的国内领先、国际一流、兼具研发功能

4、、技术服务功能和高科技产业制造功能的科技工业园区 。园区规划 作为漕河泾开发区新一轮发展的基地，占地10.7平方公里的漕河泾开发区浦江高科技园由出口加工区、高科技园区及综合配套区组成。通过国际招标，委托世界知名公司，如SOM公司、PSA公司对整个园区进行总体规划设计。秉着人与自然和谐共生的发展理念，漕河泾开发区浦江高科技园将环境建设作为开发建设的重要组成部分，努力为客户打造一个与自然亲密接触的高效的工作、生活环境。园区还将编制环境保护规划，并通过ISO14000环境管理体系认证，对园区环境实行科学管理。基础设施道路：园区可通过现有的浦星路、三鲁路、陈行路、立跃路、江月路等主次干道通向外环线、中

5、环线、机场高速公路、郊区环线、卢浦大桥、徐浦大桥、闵浦大桥，这些道路将被进行不同程度的改造，以满足人流物流需要。园区内部的道路系统经科学规划，布局合理，确保可达性和连接性。供电：园区内已有陈行35KV变电站，出口加工区内新建的35KV开关站于2004年底建成。可保证各类企业不间断的35KV、10KV电源电压。供水：园区由上海临江水厂供水，在浦星路下现有?600?800输水管。三鲁路、陈行路、江月路等路下敷设?300?500的输水管配水管网，确保企业生产生活供水。污水：园区采用雨污水分流制排水体系。区内污水通过三鲁路管道进入外环线下现有吴闵污水外排系统。雨水：园区内河道较丰富，水系发达，雨水排水

6、采用自流方式，通过道路下的雨水管就近排入相关的水体内。燃气：园区属东海天然气服务范围，浦星路下现有?300中压管线，三鲁路、江月路下现有?200配气管线。规划在陈行路等道路下敷设压力0.4Mpa管径?200的中压天然气管。通信：园区已建有陈行电话局和浦星模块局。对大用户可设置小型交换机房，便于企业内部通信。三鲁路下24孔通信导管、江月路下18孔通信导管已建成。规划在陈行路下敷设24孔通信导管，在浦星路、立跃路、万芳路下敷设18孔通信导管。贯穿园区的光缆将满足客户各种信息和通讯的需求。配套环境 园区内将在占地1.3平方公里150公顷的综合配套区内建造高档宾馆、各类配套住宅、购物中心、会展中心、中
