3、省绩溪抽水蓄能电站位于安徽省绩溪县伏岭镇境内，地处皖南山区，距合肥市直线距离约为240km，电站对外交通由绩溪县城经X086县道进入电站场区。绩溪县X086县道改线及改造工程起点位于杭黄铁路北村改线桥右桥头处，经过北村、水村、新桥、罗坑、江南村、安川和绩溪电站下水库大坝，过上岭前村后接至现有X086县道，起讫桩号K0+000K12+099，路线全长12.099km。1.2 水文地质条件1.2.1地形地貌绩溪县境地处浙、皖两省交界的皖南山区，西部为黄山支脉，东部为西天目山脉，属中低山丘陵地貌。区内山脉多呈北东走向，与区域构造线走向基本相近，主要山峰高程均在1000m以上。1.2.2气象水文工程区

4、属北亚热带季风气候，境内多山，受地形影响，与同纬度平原地区相比，气温较低，降水较多，日照较少，风力较弱，且表现出垂直分布。春季气温回升快，雨日多；秋季气温下降快，雨日少。春、秋两季短，为冬夏过渡性季节。降水量集中春夏，平均降水量为1519.3mm，年蒸发量为1483.8mm。年平均气温为15.8，极端最高气温41.5，极端最低气温-13.2。无霜期232.9天。年平均气压为994.2mb，风向全年以东北风为主，夏季高空多偏南风。风力多为1-2级，风速平均1.9m/s。1.2.3地层岩性工程区出露的基岩为燕山晚期侵入的粗粒花岗岩（53（2），第四系覆盖层零星发育，以冲洪积、坡洪积为主，主要分布于

5、地势低洼的冲沟、山坡坡脚。2 工程进度控制2.1 已完成工程形象截止2012年10月20日，已完成工程量如下：2.1.1 赤石坑0#桥台台帽钢筋绑扎完成,1#墩盖梁钢筋绑扎完成。预制空心板梁3片，张拉5片。逍遥河桥完成2根墩柱浇筑，完成1片箱梁钢筋绑扎和模板加固。登源河3#桥台台身和台帽浇筑完成，0#桥台基础第一层砼浇筑完成；预制箱梁3片。2.1.2 涵管安装浇筑1000mm圆管涵3道；500mm圆管涵13道；盖板涵全幅4道，半幅3道。2.1.3 AK4改线加宽段已由地方公路局摊铺沥青路面。2.1.4 K10+460K10+488、K10+515K10+545段路肩墙C15片石砼高度已浇筑完成

6、；K10+568K10+583、K10+706K10+732、K10+760K10+814.5三段路肩墙C15片石砼高度已浇筑过半。2.1.5 K0+000K0+800段全幅路基已基本全线贯通。2.1.6 路堑挖方第一段已由K11+000挖至K11+110处，第二段已由终点挖至K11+600处，全线路堑挖方线路剩余490m。2.2 本月完成工程量及累计完成工程量统计2.2.1主体工程：截止2012年10月20日，本月路基土石方工程、桥梁工程施工已全面展开。本月完成开挖约5.3万m3；经过本月监理部复测已开挖线路断面，校正工程量统计误差，累计完成开挖26.3万m3。本月路基填筑3.05万m2；累

7、计7.4万m3。本月路基换填处理0.184万m2；累计1.844万m2。本月完成圆管涵共计16道，盖板涵4道；累计完成圆管涵共计45道，盖板涵6道（全幅）。本月完成C15片石砼路肩墙0.254万m3；累计完成浆砌片石路肩墙0.82万m3，C15片石砼路肩墙0.574万m3。本月完成赤石坑桥0#桥台台帽钢筋绑扎，1#墩盖梁钢筋绑扎，预制空心板梁3片，张拉5片；累计完成桩基4根，墩柱4根，0#桥台基础和台身砼浇筑、台帽钢筋绑扎，1#墩盖梁钢筋绑扎。本月完成逍遥河桥墩柱2根，1片箱梁钢筋绑扎和模板加固；累计完成逍遥河桩基2根，墩柱2根，1片箱梁钢筋绑扎和模板加固。本月完成登源河桥3#桥台台身及台帽砼

8、浇筑，预制箱梁3片，0#桥台基础第一层砼浇筑；累计完成桩基4根，墩柱4根，3#桥台台身及台帽砼浇筑，0#桥台基础第一层砼浇筑预制箱梁3片。2.2.2临建工程：埋设临时涵管3道，临时灌溉沟渠25米，渣场内建设拌和站1座。2.3 进度分析本月生产计划总体进度仍然滞后不理想。如：桥梁下部结构施工进度缓慢，桥台及梁板预制工作明显滞后；线路后3公里内的盖板涵（剩余15道）等结构物施工进度明显滞后。上述项目滞后的原因主要是由于中水十五局项目部投入的资源不够造成的，尤其是在施工劳动力方面投入的数量严重不足，与月计划拟投入的劳动力数目明显相差甚远。2.4 下月进度控制重点2.4.1督促施工单位全面开展路基整理

9、工作，为路基验收创造条件；2.4.2 督促施工单位加快渣场内路堑开挖及路堤填筑的施工进度；2.4.3 督促施工单位加快桥梁施工及板梁预制工作，及时开展梁板的张拉与封锚工作。2.4.4 督促施工单位开展排水系统施工，尤其是路堑的截水沟及路基两侧的永久排水沟；2.4.5 督促施工单位开展路堑开挖段、路堤高填方地段、临建设施的支挡与防护工程；2.4.6 督促施工单位增加涵洞施工队伍，力争加快全线盖板涵的施工进度；2.4.7 督促施工单位砼拌和站按照合同文件标准化、规范化生产，施工场地内堆放的不合格的原材料必须清除出施工区域；3 工程质量控制渣场内的护面墙施工，边坡坡面未经验收就擅自施工，周例会上针对

10、此问题多次要求十五局整理好验收资料，向监理部申报边坡验收，监理部将及时组织业主、设计、十五局共同开展边坡验收工作，四方联合验收合格后方可进行下一步护面墙的施工。但迟至现在十五局也未展开任何相关工作。登源河桥0#桥台外观质量缺陷处理，已多次督促十五局组织人员打磨，但迟至今日十五局也未完成相关工作，也未申报验收。对于在工地检查中，数次发现涵管接头处油浸沥青麻布中浸油数量不够的问题，已勒令十五局无条件返工处理。3.1 落实质量监控制度本月进行了四次工地质量进度大检查，针对问题召开了4次现场工地例会。要求十五局在现场拌制C25砼过程中必须做到：严格按照配合比施工；必须采用自动计量装置，在开盘前进行计量

11、标定工作；砂必须采用干净的河砂，不能采用现场筛分的黄沙；片石用量必须严格按照比例均匀抛填，禁止片石码放成堆等现象出现；项目部增设一名专职拌和站管理人员，对拌和站安全质量生产全权负责。要求十五局严格按施工技术规范和设计要求施工，做好赤石坑桥0#桥台台身施工；加强对施工过程的监管，防止发生跑模、漏振的现象；对于大体积砼施工，为保证工程质量及台身外形美观，降低砼水化热，必须采取一系列的温控措施，还要合理选择砼原材料，严格控制砼水灰比、片石的大小及填充量（20%）。要求十五局路基填筑必须按照施工技术规范分层整平碾压，填料的松铺厚度不得大于40cm。督促十五局安排施工人员做好浆砌路肩墙的勾缝和沉降缝的沥

12、青麻絮的塞缝收尾工作。在施工中一些较重大的设计变更、地质情况鉴定方面，监理组织业主、施工单位、设计进行四方联合勘定，以现场工作备忘录的形式会签。3.3 路基工程质量控制本月路基填方仍存在着超填现象，但经过监理和业主多次会议要求已对超填路段进行返工处理。结构物的台背回填分层填料碾压，达到填一层、压实一层，检测一层的标准。路基已多段开挖临时排水沟，有效地做到了防止雨水及地表水系对路基浸泡。部分路段为了保证通车及地表水系的畅通，已埋设临时排水管。3.6工程质量验收与评定本月对全线7道0.5m圆管涵，3道1m圆管涵，3道盖板涵进行了质量验收与评定，依据公路工程质量检验评定标准(JTGF80-1-200
