2、pments, to ensure the safety of staffs life and property. 1.2. 对特种作业人员、包括特种设备作业人员（以下简称特种作业人员）的教育培训、持证上岗管理作出了规定。We set rules to the staffs who are engaged in special operations, including the educational training of special equipments work staffs (which is short for special work staffs ) and receive

5、ffs supervision management methods行政许可法Administrative Permission Law4 用语定义(Definitions)4.1特种设备：本规定所称特种设备是指涉及生命安全、危险性较大的锅炉、压力容器（含气瓶，下同）、压力管道、电梯、起重机械、厂内专用机动车辆。Special equipments: it refers to as follows: involved life security, greater dangerous boiler, pressure vessel (including the gas bottle, the f

6、ollowing as the same) pressure pipe, elevator, crane equipments, and the motor vehicle for special purpose in the factory.4.2 特种设备包括其附属的安全附件、安全保护装置和与安全保护装置相关的设施。The special equipments include the safety attachments, safe protective equipments and the equipments related to the safe protective device.

7、4.3本规定所称特种作业人员：是指容易发生事故，对操作者本人、他人的安全健康及设备、设施的安全可能造成重大危害的作业人员。特种作业的范围由国家特种作业目录规定，公司内有：高压电工、低压电工、焊接与切割、等特种作业。The special operations staffs in this rule refer to as follows: those positions are easy to have accidents, may lead to serious danger to the operators, the safe health as well as the devices a

We have high pressure electrician, low pressure electrician, weld and carve, and other special operations.4.4本规定所指特种设备作业人员：指锅炉、压力容器（含气瓶）、压力管道、电梯、起重机械、厂内专用机动车辆等特种设备的作业人员及其相关管理人员统称特种设备作业人员（指特种设备安全管理、安装维修、操作

9、、司炉、引钩指挥等人员。）特种设备作业人员作业种类与项目目录由国家质量监督检验检疫总局统一发布。This rule refers to the special operation staffs: boiler, pressure vessel (including the gas bottle) pressure pipe, elevator, crane equipments, and the motor vehicle for special purpose in the factory and other special operations staffs, as well as oth

10、er administrative staffs who are called special equipments operation staffs (special equipments safe management, the install repair, operation, stocker, curried hook director). The kind of special equipment operation and the item catalogue are uniformly distributed by Station Administration for Qual

11、ity Supervision and Inspection and Quarantine5 职责权限(Responsibilities)1.2.3.4.5.5.1设备部负责公司特种设备的供应商选型、委外检验、维修、安全管理，监督检查和指导。并对特种设备事故组织有关事故部门进行事故的调查处理。The Equipment Department is responsible for the lectotype, outsourcing inspection, repair, safe management, supervise check and guide for the supplier of

12、 the special equipment, as well as organizing related department to carry out the investigation on the special equipments accidents.5.2人力资源部对特种设备作业人员的培训、取证、复审。负责人员资质的备案。The HR Department is responsible for the training, obtaining evidence and reexamining to the special operation staffs as well as ke

13、eping the information of the staffs for reference.5.3 物流部负责本公司特种设备的采购以及成品库和原材料库的特种设备的安全使用。The Logistic Department is responsible for the purchasing of the special equipments and the safe using of the special equipments in the raw material storeroom.5.4 项目部负责本部门特种设备的安全使用。The project department is res

14、ponsible for the safe using of the special equipments in its own department.6 文件内容(Procedure) 5.1采购特种设备及涉及安全性能的元、附、配件时，必须选择国家认定的具有生产许可证或安全认可证的厂家生产的合格产品。When you purchase the special equipments and security involved components, attachments and parts, you should choose the factory-manufacture qualifie

15、d products which have the production certificate and the security certificate identified by the country. 5.2公司所购置的特种设备必须符合国家有关特种设备安全技术监察规程，设备安全防护装置、附件齐全有效，设备须随机附带产品合格证、产品生产许可证、安全检验质量监督证明、安全操作使用说明书及有关技术资料。The special equipment purchased by the company must be accordance with the regulations of the sp

Besides, the devices should be equipped with the product qualification certificate, the safe check quality supervision certificate and the safe operation instructions and the

17、 related technical information.5.3特种设备的安装、修理、改造工程和委托性维修保养工作由设备部对实施单位进行技术安全资质验证。未通过安全资质验证的单位，禁止在本公司承接各类特种设备的安装、修理、改造工程和委托性维修保养工作。The equipment department is responsible for carrying out the technical security testing to the installing, mending, the transforming project and the authorized protective w

18、ork by the exploiting work unit. Those havent passed the security testing unit is prohibited to carry out the installing, mending, the transforming project and the authorized protective work.5.4特种设备安装、修理、改造工程必须按国家相关的安全法规、标准进行施工，确保工程安全质量。施工过程中，EHS工程师应随时检查并掌握工程安全质量状况。The installing of the special oper

19、ation, mending, and the transforming project should be carried out according to the related safe regulation and standard by the country to ensure the safe quality of the project. During the project, EHC engineer should check and know the security quality of the project at any time.5.5安装、修理、改造工程完成后，施

20、工单位必须出具工程施工安装(修理、改造)质量证明或工程自检合格报告，由设备部组织有资质的检验机构进行验收和检验，并做出检验结论，经验收合格后转入固定资产，方可投入使用。After the installing, mending, and transforming project, the project units should show the quality certificate of the project construction and installment or the self-check report. 22、 (part-time job) to be responsible for the safe supervising the safe equipments and operation staffs. 5.7设备采购部门应搜集特种设备的设计文件、制造单位、产品质量合格证明、使用维护说明等文件以及安装技术文件和资料，建立特种设备安全技术档案，交设备部档案处保存。The equipment purchase department is responsible for collecting the design documents of the special equipments, the ma

23、nufacture unit, the product quality certificate, the use maintenance instruction and documents, information of the technical installing as well as establish the safe technical files for special equipments and be handed it to the archives of the equipment department for preservation. 5.8设备部应当建立特种设备的安

24、全管理档案，安全管理档案应包括以下内容：The equipment department shall establish archives of special equipment safety management; safety management archives should include the following contents:a）特种设备的定期检验和定期自检记录；Regular inspection of special equipment and for periodic self-inspection recordb）特种设备的日常使用状况记录；The daily u

25、sage of special equipmentc）特种设备及其安全附件、安全保护装置、测量调控装置及有关附属仪器仪表的日常维护保养记录；And special equipment safety accessories, safety protective devices, measurement control device and related auxiliary instrument daily maintenance records;d）特种设备运行记录；Special equipment running recordsf）使用登记证明。Use the registration c

26、ertificate59各使用部门应加强对特种设备进行日常维护保养，确保其安全技术性能正常。车间对在用特种设备及安全附件、安全防护装置、测量调控装置应进行日常安全检查，发现异常应及时处理；操作人员要按规程操作，保证特种设备安全正常运行；设备部负责对全公司特种设备运行情况实施总体监督检查。The using department should strengthen the routine maintenance of special equipment, to ensure that the safety technical performance is normal. Workshop wil

The Operators will do the operation according to procedures, ensure the normal operation of special equipment

The equipment department is responsible for overall supervision for the special equipment of the whole company.5.10计量检验部门负责特种设备的监控仪器、仪表的定期检验工作。Measurement inspection department is responsible for the regular inspecting monitoring instruments of special equipment. 5.12凡因故无法进行检验和因特殊情况不能按期进行检验

30、ervision for the record, but it must have reliable safety measure and the deadline to check the deadline.5.13特种设备的注册登记与报废The special equipment registration and scrap5.13.1新装、移装的特种设备经检验、验收合格后，由设备部统一向政府质量技术监督主管部门办理特种设备注册手续。压力容器完成注册后，核发使用登记证，其它特种设备完成注册后，核发安全检验合格标志，厂内机动车辆核发厂内机动车辆牌照。Been newly installmen

34、f the motor vehicles.5.14定期检验periodical survey5.14.1设备部负责组织、申报有资质的检验机构对公司特种设备及安全附件、安全防护装置进行定期检验，检测工作。在定期检验有效期满1个月前，向检验检测机构提出定期检验申请，使用部门及相关部门配合。Equipment Department is responsible for organizing, declaring the qualified inspection institution giving regular inspection, testing work to special equipme

One month before the expiration of periodic inspection, it should apply for periodic inspection to the inspection agencies, using department and related department should cooperate with it.5.14.2对于检验中发现的不符合项目，由设备部或使用车间组织进行整改，整改完成后由设备部负责初验，

40、3:once every 3 years电梯elevator每年进行一次once every year厂内机动车辆the motor vehicle in the factory.每年进行一次once every year5.15特种设备事故处理Special equipment accident treatment5.15.1特种设备发生事故后，事故发生部门应迅速采取有效措施，防止事故扩大，应保留事故现场，同时立即向设备部报告。After the accident of the Special equipment, the department will quickly take effec

41、tive measures to prevent it expanding, and it should retain the scene of the accident, and promptly report to the equipment department.5.15.2 特种设备事故的调查处理应当按国家有关法规和“四不放过”原则进行，并填报“事故调查报告书”。设备经处理后应存入设备档案。The investigation and handling of special equipment accidents shall be according to the relevant re

42、gulations of the state and the principle of four pass, and fill in the accident investigation report. After processing, it shall be stored in files.5.16特种设备作业人员及特殊工种作业人员管理。The management of Special equipment operators and special type of work personnel 5.16.1 特种设备作业人员及从事特殊工种作业人员应符合下列条件：Special equip

43、ment operating personnel and the personnel engaging in the special operations shall meet the following conditions:a）年龄在18周岁以上； above the age of 18b） 初中以上文化程度；the cultural level above the junior middle schoolc） 身体健康(县级以上医疗机构出具的健康证明)，无妨碍从事本工种作业的疾病和生理缺陷；Health (health certificate issued by the medical

44、institutions or above the county level), no diseases and physical defects that prevents you from engaging in the operations.d） 通过规定的专业技术理论和实际操作的培训考核，了解相应工种的专业技术知识，掌握相应工种的操作技能。Pass the stipulated technical theory and practical training assessment of the operation, understand the type of work of profe

45、ssional and technical knowledge, and master the operation of the corresponding work skills.5.16.2特种设备作业人员及从事特殊工种作业人员的培训Special equipment operating staff and training of those engaging in the special operationsa）从事特种设备操作人员和特种作业人员，上岗前必须进行专门的安全技术和操作技能的培训(初培)，经考核合格取得操作证书后方可上岗作业。Engaging in special equip

46、ment operators and special operations staff, they must have the special security technology and operation skills training before starting to work, upon passing the examination can they be allowed to obtain operation certificate.b）已获得作业资格的特种作业人员，必须按规定进行复审，经考核合格取证后，方可继续从事特种作业。Those having obtained the
