2、eristic agriculture is an essential force for increasing farmers income and promoting prosperity of rural economy. The fundamental position of agriculture should be kept all the time. This paper analyzed practical basis and existing problems in development of Yunnan plateau characteristic agricultur

In line with these problems it present ideas? main points and objectives of Yunnan plateau characteristic agriculture and finally came up with recommendations for accelerating development of Yunnan plateau characteristic agriculture. 4、 Recommendations Yunnan 1 Introduction Agriculture is foundation of national economic and social development and it makes great contribution to product supply， market activation，farmer employment， cultural inheritance， and ecologi cal protection. For Yunnan Province， although the proportion of agric

5、ulture to national economy declines year by year? agriculture is still an essential support for increasing farmers income and promoting rural economy， and agricultural fundamental position is still not changed. In the new trend? it is of great realistic significance to scientifically grasping featur

6、es of Yunnan plateau charac- teristic agriculture， bringing into full play characteristic advanta ges，comparative advantages， and competitive advantages， making innovation of development ideas and modes， as well as development system and mechanism? putting forth effort on export-oriented industry sy

7、stem and core competitiveness so as to consolidate agricultural fundamental position? strengthening industrial economy ， and promoting development of agricultural modernization. 2 Basis and conditions for accelerating development of Yunnan plateau characteristic agriculture 2.1 Typical plateau chara

8、cteristics Situated in Yunnan- Guizhou Plateau， Yunnan Province has high altitude difference alternating terrain brings agricultural diversity? which becomes unique and characteristic advantages of Yunnan plateau character- istic agriculture. This is mainly manifested in complex and diverse terrain

9、and landform? rich and diversified climate biodiversity? and superior green advantages. With the state taking Yunnan as core radiation area of implementing strategy oriented towards South Asia and Southeast Asia? Yunnan shows its prominent regional advantages in developing export-oriented economy an

11、rty Committee and provincial government attaches great importance to agricultural development? and fully recognizes its advantages and favorable conditions in accordance with Yunnan plateau characteristic agriculture? which strengthens agricultural infrastructure construction and promotes stable and

12、 rapid growth of rural and agricultural economy. It realized 12 consecutive growth and rapid increase of grain production and farmers income. The total grain yield of agriculture ranks in the 14th position all the time ； animal husbandry also realized rapid growth ； agricultural industrialized and b

13、rand construction are accelerating? and agricultural opening steps forward. At present， the planting area of cash crops and characteristic economic forest has exceeded 110 million mu， tobacco， fresh cut flowers， coffee，walnut， rubber， tea， sug- arcane， silkworm， potato， wild edible fungus， and chara

14、cteristic traditional Chinese medicinal plants rank in the first place in China and play an essential role. Many characteristic agricultural products with distinctive local characteristics and favor are well known in China and the influential power is constantly expanding. However， on the whole agri

15、cultural development of Yunnan Province is relatively backward? weak situation of agricultural infrastructure is not changed fundamentally integrated agricultural production capacity and comparative benefits are relatively low extensive production is still not changed? long term mechanism for consta

16、nt increase of farmers income is to be established? added value of agriculture is low， and status of agricultural industry is backward. Agriculture of Yunnan Province is still a weak sector in economic development， and vast rural area is still short board of building a moderately prosperous society

17、in all aspect2. 2. 3 Development modes of Yunnan agriculture At the Ninth Party Congress of Yunnan Province it fully analyzed and deeply realized industrial foundation of Yunnan plateau agricul ture， and it made important statement and deployment of using plateau characteristic agriculture to guide

18、Yunnan agriculture? to further make clear development ideas and give prominence to key 26 Asian Agricultural Research 2016 points and directions. These are wise decisions made by Yunnan provincial Party committee and provincial government. Energetic development of plateau characteristic agriculture

19、should attach importance to building plateau granary, characteristic cash crops? mountain animal husbandry? freshwater fishery? high efficient forestry? and open agriculture. Besides， Yunnan Province should bring into play and integrate comparative and competitive advantages of Yunnan agriculture? b

20、uild characteristic agricultural sectors and brands with close connection and high driving force? such as Yunnan cigarette，sugar， tea， and vegetable. In addition， Yunnan Province should accelerate industrial transformation and upgrade? promote agricultural industrialized operation and modem agricult

21、ural development，strengthen agricultural competitiveness， lay solid foundation? explore internal potential for increasing agricultural yield? promote increase of farmers income? and explore new modes and paths for modem agriculture of Yunnan Province. 3 Overall ideas for accelerating development of

22、Yunnan plateau characteristic agriculture 3.1 Development ideas In line with The Main Functional Are- a Planning and requirements of high yield high quality? ecology? and safety Yunnan Province should stick to green and low- carbon development direction and path? take accelerating transformation of

23、agricultural development mode cultivating modem agri- cultural industrial system ， and promoting transformation of plateau agriculture as main line and take effective supply of main agricultural products? strengthening competitiveness of agricultural products? and realizing sustainable development o

24、f plateau characteristic agriculture and setting foot on development foundation of plat- eau agricultural characteristics. Besides， Yunnan Province should orient towards domestic and foreign market， lay equal stress on protection and development， expand multiple function of agriculture? build brand

25、and promote industrial form relying on development mode innovation，scientific and technological innovation ， mechanism and system innovation and policy innovation? to gradually create modern agricultural pattern with Yunnan plateau characteristics with reasonable spatial distribution? friendly ecolo

26、gical environment， and reasonable resource utilization. 3.2 Strategic emphasis For a long term in future， it is required to make effort to build six plateau characteristic agriculture on the basis of laying solid foundation and strengthening industry? and build Yunnan into grain security base of Chi

27、na in southeastern regions ； actively develop mountain animal husbandry? accelerate leap-style development of animal husbandry in Yunnan Province ； speed up developing freshwater fishery and build Yunnan into a great freshwater fishery aquaculture and export base ； energetically promote high efficie

28、nt forestry and build an ecological safety barri er for southeastern region ； build open agriculture and expand development space? and create new export advantages plateau characteristic agricultural products. Furthermore? it is required to strengthen integration effort， make overall arrangement in

29、advance and give prominence to following works. First? expand de velopment space of plateau characteristic agriculture on the basis of multifunction of agriculture. Second， stick to market guidance and make effort to build export-oriented modern industrial system. Third? innovate the development mod

30、e and promote transformation of plateau characteristic agriculture. It is recommended to strengthen sciech support and guidance and take the road of con- notative development relying on sciech innovation幻 Fourth， stick to concept innovation and cultivate new plateau characteristic agricultural devel

31、opment form. Specifically， it is recommended to innovate agricultural development form ， improve connection between agriculture? industry ，information， trade and business， and modem service industry，promote Internet + Agriculture mode， and give impetus to agricultural modern production? circulation

32、and management modes. Fifth， stick to sciech support and guidance and increase benefits of plateau characteristic agricultural development. It is required to put agricultural science and technology at more prominent place increase input effect? innovate system and mechanism? and energetically improv

33、e agricultural sciech autonomous innovation ability. 3.3 Overall objective It is expected to preliminarily establish Yunnan plateau characteristic modem agricultural industry system with prominent domestic and international advantages and unique characteristics， more reasonable regional distribution

34、， more efficient resource allocation， and more prominent benefits in five years expand functions of agriculture including food guarantee raw material supply， employment and income increase， ecological protection， sightseeing， and cultural inheritance and significant improvement of integrated agricul

35、tural production capability? ability to ward off risks? and market competitive power. By 2020， it is expected to realize double gross output value of agriculture animal husbandry and fishery? per capita net income of famers and export volume of agricultural products on the basis of 2015 to lay solid

36、 foundation for building a moderately prosperous society in all respects in Yunnan Province in pace with the whole country? and integration of urban and rural areas? and synchronous development of the four modernizations. 4 Recommendations 4.1 Strengthening organization leadership and coming up with

37、 top level design Promoting development of plateau characteristic agriculture is a strategic measure and practical choice for Yunnan Province making overall arrangement of urban and rural development，boosting modem agricultural development ， giving impetus to transformation of agricultural developme

38、nt mode， and realizing powerful agriculture? rich farmers and beautiful rural areas. It is recommended to establish and improve provincial level joint conference system for plateau characteristic agriculture. At provincial level? the provincial Party committee rural work leading group should be resp

39、onsible for promoting development of plateau characteristic agriculture， making major decisions about development of plateau characteristic agriculture， and coordinating and solving key issues in the implementation of works. 40、au Characteristic Agriculture 27 recommended to stick to requirements of national major function zoning and industrial structure strategic adjustment， make overall arrangement for planning of all levels， and scientifically and reasonably distribute productivity? to promote coordinated development of

Related departments at all levels should closely cooperate with each other and strengthen coordination of existing projects of various agricultural investment channels， to form powerful force f

42、or development of plateau characteristic agriculture. It is recommended to establish guidance and supervision team for Yunnan plateau characteristic agriculture responsible for guidance coordination and tracing supervision of key characteristic industry development works， and main functional departm

43、ents should practically strengthen organization guidance of related industries. In addition? it is recommended to implement strict examination? innovate reward and penalty mechanism，provincial， prefecture (city) and county levels should establish performance responsibility system for target exam- in

44、ation of plateau characteristic agriculture， and incorporate target completion into administrative accountability and political performance examination scope? to strictly reinforce supervision and ex- amination. 4.2 Striving for national differentiated policy support ； establishing and improving sup

45、port and protection system (i) Establishing stable growth mechanism for agricultural input and increasing financial input. On the one hand? it is recommended to actively strive for special support and stable input of central finance strive for differentiated policy support of related departments for

46、 development of Yunnan plateau characteristic agriculture? and reinforce differentiated policy support for agricultural production? animal husbandry? farmland quality construction ecological environment protection ， agricultural product processing and circulation， and foreign agricultural cooperatio

47、n fields. On the other hand? it is recommended to expand provincial level financing channels and constantly increase expenses on three rural issues. The growth rate of total annual local financial input in agriculture should be higher than that of regular financial revenue and the income from increa

48、se of farmland occupation tax should be complete ly used in agriculture. Also， we propose increasing gross amount of special fund for plateau characteristic agriculture? take full advantage of special funds mainly in farmland quality construction? agricultural product quality and safety system, and

49、plateau characteristic agriculture demonstration and export-oriented superior characteristic industries. (ii) Improving agricultural subsidy system. In accordance with requirements of increasing total amount， expanding scope and improving mechanism， it is recommended to continue increasing agricultural subsidy? and provide subsidy for main production areas of characteristic agricultural products? key ecological protection zones? large planting and breeding farmer househo
